Clinton got lucky that he was president during an economic boom. That brought in a lot of extra tax money. Instead of doing any real budget balancing he stole the money to make himself look better. That money should have stayed in the social security fund.

And as you say, he forgot that there are costs associated with the ongoing maintenance of the country. The most legitimate cost is national defense.

Clinton also put the brakes on military funding, which then cost catch up money during the Bush administration

Yes, he sure did-----flash back to 1994----FAA contract working on the Air Traffic Control System for 2020-----not funded.

When 9/11 occurred we were not prepared in the air here in the USA----------would we have been better prepared if under Clinton that very important contract had not been cut back but funded.
