suggests there MAY be something worth considering there in the broader context of health care. Yeah, do a better job of estimating costs when they budget. There were obviously some factors they missed by a wide margin. Or maybe they budget high on purpose just so that they could claim victory when the costs were less outrageous than expected. Seriously, that something comes in under budget tells you nothing useful. That's not a valid criterion. It may or may not be a good program. Other criteria are needed to determine that.
