The drug plans competing for Medicare beneficiaries have been able to establish greater than expected savings from aggressive price negotiation, very low-cost coverage for generic drugs and less costly brand-name drugs, and other steps to keep drug costs down.

Good for them. But the fact that those doing the budget failed to anticipate that ahead of time is not relevant to the quality of the program. All it tells you is that the budget estimate turned out wrong.

If you go shopping for a house and budget $500,000 but find a house that you like for $300,000, does that tell you that your search strategy was really effective? Or does it tell you that you didn't analyze the market very well you came up with your budget? Could be either. Maybe you found a real bargain. Or maybe you were just wrong about how much houses would cost.

If you believe these are insignificant you are totally not getting it.

I don't think it in anyway insignificant that it ended up a better bargain that the planners expected. I am thrilled that it's costing less than was feared. I think it's wonderful that people are saving money and that the deficit isn't quite as big as it might have been. I'm not knocking the program. If you think I am, then "you are totally not getting it." What I'm knocking is your logic. That catsup doesn't cost as much as I thought it might tells me nothing about the quality of the food product. Duh.

BTW, did you notice that drug costs are down for everyone since Walmart started the bargain generics program and everyone ended up following suit? Lotsa factors out there in the drug market.
