In wartime, it's called triage and ALL countries do it. The principle applies just as well in peacetime. It's a way to get a maximum return on the efforts of doctors.

But Emanuel wants doctors to look beyond the needs of their patients and consider social justice, such as whether the money could be better spent on somebody else.
