That is a distortion and is false.

What he said early in his campaign, in 2007, was not what evolved.

Later he said that if he were starting from scratch, he would want a single payer system.

At a certain point he said he wants people to have a choice to keep their existing policy if they want it.

And if this passes, anyone can buy a supplemental policy if they don't like the national policy and if they can afford the premium. Or without a policy just hire the medical professionals you want, if you can afford the cost.
