Why do foreigners come here? To get medical treatments they can't get otherwise. It's a world marketplace... very rich people also go to Europe to get treatment from whatever Doc or Clinic is then consider the best in the world. That has zero correlation on the quality of treatment for Joe or Josephine Sixpack in Peoria, IL. Why do some Americans go overseas? To save money usually... Which is often the equivalent of "To get medical treatments they can't get otherwise".
