Malpractice is about suing providers, which are licensed by the state. Jeez.

When the Feds pick your doctor and they are the deep pockets - the math is pretty simple for any lawyer. Tort reform should be first and done consistently - can't believe you'd want different awards based on zip code.

I actually have a problem with jury awards in the first place - I'd prefer a panel of doctors who know when something was done wrong versus John Edwards types convincing juries about fake science and harm. Since everyone keeps touting Germany and other models for single payer - they should look into this German model for awards.
