Re: "Most definitely." I would venture to say that it's genesis is more an example of unintended consequences and 'blow-back'. I'm certain that way back when we decided to back and arm and finance (financing in near 50/50 partnership with Whabbist Saudi Arabia...) 'Islamic Freedom Fighters' (what we call today 'Islamic terrorists') as leverage against the Soviet Empire, back when Cold War thinking dominated our approaches to many things, we never expected that one day the power we created (now called "Taliban', et al) would turn around and bite us in the ass. But... there you have it. Unintended consequences. (Not the first time, post-WW II, that we have experienced them....)
