Would be true if there wasn't a central bank which can inject deposits at any time and tends to use capital adequacy ratios to determine when to inject deposits into lending banks which brings us back to total bank assets rather than just deposits.

Well this is where we get into that course or book on fractional reserve banking, U.S. style, and I'll leave it up to the readers to get the book or take the course.
