CJ, the key here is the level of public expectation when it comes to health care. There is so much bureaucracy in health care nowadays that doctors aren't free to do anything but follow the system. This bureaucracy is borne out of lawsuits, tight doctor schedules, and the demand for the most expensive, most "painless" treatment options even if they aren't the best ones.

This is stuff that can't be solved with universal health care. All that will happen is that these problems will be exacerbated and costs will rise. Then it will take government rationing to control the costs.
