Kenneth, it doesn't take a 1000 page document to correct that one point. A simple piece of legislation requiring that pre-existing conditions may not be cause for refusing medical insurance is all that is needed. You or I could write that legislation---and I am not a lawyer. Whereas's and therefore's are wonderful in constructing such. No disagreement on making it not an option to refuse medical insurance to people with pre existing disease----just don't need it as part of a socialistic Government run and mandated system. mj
