Thats is exactly what is happening. Retail rule book, page 8.

If you don't turn the inventory over, it has to get marked down.

Selection suffers as you found out. They are dancing the thin line between having what the customer wants and customer leaving without a purchase.

They will stock up for Christmas, they have to, or else. Just think green and shooty thoughts.

I'd posted similar observations of stores I've recently frequented. It's what I'm doing as well.
Definitely losing sales by maintaining lean inventory, but it's a matter of survival, not accommodating the instant gratification shopper. We could have 100 chairs on the floor, and that is still not good enough for many.
Retailers will sooner be closing locations ahead of restocking.
