The problem, of course, is knowing who should receive what tests.

If you know a person has a predisposition to one disease or another, then preventive care may be cost effective.


Not who should receive what tests, but what tests should be performed... nor is it only about tests, but education...diet, smoking, personal care, fitness and so on...which cost little to do, but would pay back high dividends...but i don't want to put so much emphasis on the cost aspects of this alone...improving people's lives is equally if not more important...if a prevention program was cost neutral, it would be worth while...

Only a republican would argue against that...ideology before all else for you guys.
