Not suggesting that they do so. The more I think about it, quite the opposite. You pretty much have to go "no-fault" on some of the main factors in health because it would be too meddling to do otherwise so it seems wrong somehow to pick on people who are ill when it's really, really not their fault like bad genes or some cancer from out of the blue.
