recommendation:

- plug all routes of capital escape,
- shoot tax refugees,
- lock up tax protestors,
- introduce wealth tax,
- enhance income tax,
- boost user fees,
- charge for air and water as would wish to invoice for carbon emission,
- hike taxes from serf-level to outright, i see, i want, i take proportions
- constrain interest on deposit to zero, and
- print more money, until all liabilities gone and recovery commences

the above program is the only way out, and all nations ruling elite would back the program to the full extent they can; the extent being limited by revolution timing

Government pensions....rollback these obligations, awarded by fiat. Electorate never approved the largesse to the extent its awarded...There are huge assets hidden in state pension programs, let the states get that money out from under the rug and into the mainstream economy.
