No, it didn't, but that's beside the point -- the point is that even if you COULD save money on one individual in a thousand, the cost of testing of the other 999 would outweigh it.

You are thinking about prevention in a very narrow bean counter way...i posted a ton on data that should give you pause for thought about prevention in terms other than MRIs and CAT scans and other expensive testing procedures...by the way why would I expect a "conservative" to to have any empathy for the human aspects of preventive care?
