I know. Minneapolis/St Paul is just awful for that. Engineers would NEVER design like this on their own.

Yes I'm cynical...but would you honestly put it past some of these do gooders?

No doubt Civil Engineers have to deal with a lot of legacy issues, but what confounds me the most driving city highways is having to constantly be changing lanes to stay on the same road.
