Actually... most recent posting that I've seen said that some 15% of the budgeted money had been spent thus far. (and that they are still shooting for '40% - 50% out-the-door by the end of this calendar year, and substantially all of it by late 2010)....

GZ, the tax cuts were immediate. The COBRA benefits were immediate. The help to state and local governments which kept them from laying off employees were immediate. The unemployment benefits were immediate. Of course, the public doesn't see all the benefits that went out but the recession would have been much worse without the stimulus money.
