GZ, you fail to realize the circumstances of the panic which existed before the bailout. it was just 2 weeks earlier that the president and others were on the national airwaves reassuring everyone that the state of the economy was sound. at that point in time there were no problems. the economic problems which occurred subsequently came at great surprise to all of us! it took everyone completely by surprise, which exacerbated the panic.

GZ, I disagree with your assumptions. A lot of stimulus money has been spent. A small percentage of infrastructure money has been spent but that is only 1/3 of the stimulus. The tax cuts and aid to the states has been spent. Many of those "shovel ready" jobs are taking place - one of them in my own neighborhood.
