Does this makes sense to you? Seems like it is just adding an energy consuming middleman to the process. Why not algae without the fish? Why not better fertilizer management so we don't get the dead zone in the first place? I have a hunch that the 2nd Law of Thermodynamics applies to fishies and pond scum, as well as to perpetual motion machines.
