I agree with that. In this area Deputy Constable cars don't do much except write tickets. Their main charter is to serve warrants and they are years behind.

I saw a cop with a laptop at a stoplight. I was about to report him, then I realized he was doing his job. We don't need that kind of policing, in my opinion.

Often they're accessing DMV data bases to determine if a car they're sitting behind is stolen (or outstanding warrents, etc.). It's actually for a good reason.
