Lobbyists and staffers, same as any other bill, but worse, because it's so complicated and they were in such a big hurry. Poor darlings.... They are in such a great hurry to restructure 17% of the economy going into the future that they.... can't even think straight. Sounds creepy, but it doesn't really make a big difference. When they think hard, they make a mess anyway. Unintended consequences, and all that. It's not an easy job trying to control everything. Or, to live under a system designed by control freaks.
