Perhaps, or it may simply be a join between the new duct and the existing electrical duct supporting the pole, slated for co-tenancy by another application seeking to transit beyond that spot, as circuitous a path as such might be. Hey, in the underground you're often forced to make do with what's there, even if it means the need to perform switch-backs. Was there a radio mounted on this pole or any signs of a preparation for one? It could also be a DOT surveillance camera or another one of those oftentimes dubious red-light traps.
