On each purchase in Ontario there is a PST (Provincial Sales Tax) and a GST (Goods and Services Tax). It is a direct percentage of the purchase price. A true VAT as I understand it is a function of the manufacturing process and is an addition of value added from step to step.

The above statement aside the GST is defined as you say as a VAT that is not hidden:

I do not understand how a VAT can be at a fixed percentage. Whatever, any such tax should be visible so that the population knows they are being taxed.
