Changes allowing insurance to be bought across state lines would lower the costs in some states and so would insure more people. Probably not a very large fraction of the forty something million quoted, but perhaps a significant fraction of the much smaller number that represents American citizens and legal residents who would like to buy insurance, but feel they can't afford to do so.
