They come into the ER.


True. And to use the earlier example I gave, if people get hurt in a tornado they also come to the ER. Or if I jump out a window and survive I guess I'll go to the ER. Or to use a new example, if people in one area are more likely to do crazy stunts and get hurt than people in another area, the resultant higher accident rate isn't a health care issue. Changes to the extreme sports culture, or to people's likelihood to drink and drive, are not changes to health care or health insurance.

The fact that a situation might result in health care being provided doesn't make the situation a health care issue. Issues of one type (X) will have an effect on other issues (Y), but that doesn't make X issue, Y issues. Tons of things can interact in some way with health care but they aren't actually health care.

It couldn't have more to do with a health care system


Just because it's done in a medical facility doesn't make it health care. We do family interventions in schools but that doesn't make them education. We do flu shots in groceries but that doesn't make them food service. We can do lots of things in convenient places but that doesn't change their basic character, only their venue.
