Ok, we're just going to have to disagree that drunk driving and alcohol related injury are a public health issue. It is a major source of morbidity/mortality in our country. It has been an active field of research within em, surgery and public health for the past decade. Interventions have been developed and tested. Sop whether or not it meets your defenition of being a public health problem, others have been laboring for solutions that can be implemented within the health care system. It would be great to get a system that adequately compensates folks who implement these interventions.
