"Obviously, if there is fine print it is policyowner's responsibility to read it."

You're SUCH a corporate buttboy! SUCH a suck-up to our broken system! Are you PAID by insurance companies in YOUR business? Directly or indirectly?

That fine print legalese is written at a graduate school level of reading comprehension. Since the average reading comprehension in the US is at the eighth grade level, the vast majority of people would have to get a LAWYER to interpret the fine print legalese, even if they could READ it without a magnifying glass.

Insurance policies have considerable small print to insure they will be able to find a loophole. Its why small print was invented.

Obviously, if there is fine print it is policyowner's responsibility to read it.
