M, you missed my point - the explanation is not reflecting reality 100% but 80% it is intended to explain my view - empty promises, slogans and populist policies do appeal to the less educated people and therefore the majority of an electorate in modern days is not the smartest part of the population - result mediocre government and members of the parliament/congress - if the smartest people in the electorate would have to decide on their elected representatives and governments we will not have the mediocre governments we have today – hope I made my stance clear
