Usually when there is a market that is being under served the best thing to do is lower the barriers to entry so there is competition for the business. Having government putting health insurers out of business is not competition.

The wild card I see is that some second tier insurance has to be provided so that people are not casualties of overly enthusiastic insurers. This can be provided by an open market too.
