It is the largest ever as power grabs go. FDR only comes in second.

It depends on how you measure things. In absolute terms it may be the biggest ever. Its the biggest in nominal dollar terms ever/anywhere. Real dollar terms? That's a bit more complex. I'm just going to consider the US (which is the biggest economy anyway), and not have to calculate things like the Soviet and Chinese communist revolutions. If your counting per year spending fighting WWII was a lot bigger, but it was temporary (and of course a lot more justified). But the power grab isn't just about how much money is spent. The NRA (National Recovery Administration, not the 2nd amendment rights lobby) intruded over more areas of the economy, but it was a much smaller economy, in a country with less than half the population so less people where affected, and most important it was temporary since the Supreme Court struck it down. So depending on what happens from health care "reform" it might be larger. Social Security and Medicare where also large power grabs (even if they aren't typically seen as that today).

So maybe it not the largest, but the fact that its even in the running considering the extent of a grab you had with things like the NRA is telling.
