Could be Mercury is trying to extract some booty from the state.

I own a Mercury Optimax. Great engine. Not a lick of trouble with it in three years.

Well, one problem but I caused it myself. I hosed up the gas filter trying to get it out. Worked fine for a while but up in Canada it started spraying gas out of it. Found a hose clamp and a piece of rubber and sealed it off. The rubber blew up like a balloon but it worked until I got home and bought a new filter.
