The problem was, even though I was responsible for choosing the superior method and negotiating the terms, my superiors began to see the project not as mine, but belonging to the branch I contracted with. I received no credit or recognition for choosing the austere and superior method. I grant you, the problem with federal pay grades is that they are too closely tied with organizational level than with actual responsibility and knowing what the hell you are doing on the ground. The biggest problem with management, both private and government, is that MANAGERS DO NOT GET OUT ON THE FLOOR TO SEE WHAT THE HELL IS GOING ON. Their rewards come from going to meetings and making decisions about things they are ignorant of.
