Strictly looking at the actual direct statements made by the chart, taking no implications or hints from it, then there is no ad-hominem. But the idea is obviously that the statements and ideas of many of those who oppose "reform" can be discounted or ignored because of who they are (those supposedly doing all the funding) or because they (the protesters and various libertarian or just narrowly anti-"reform" groups) where "paid", "encouraged", or "pressured" to make their statements.

"only the rest" would be a vast majority.
