There's a $50 grand fine for violations, so the dealers aren't fudging. They have to videotape the fact that the car runs forward and backward, and the destruction process. They effectively destroy it by draining the crankcase, pouring sand in the carburetor, and redlining it until it seizes up.

I'm pretty sure they can aftermarket parts, though.

In my view, it's a corrupt program invented by the devil, and is wrong wrong wrong.
