Why would Ca offer lower power costs to Toyota?

Pretty easy answer. Because governments at all local levels trip over themselves offering "incentives" for companies so that they bring in jobs. The incentives are sometimes great and often abused - but there is sure nothing unique about this one.

You might be interested to know - and I believe I am correct here - that this is the first Toyota plant ever closed. Of course having their 50/50 partner GM abandon the project likely had a lot to do with that.
