That's a large part of it, or that what will happen won't be so bad.

We have an actuarial problem with Medicare, so if the choice is do something or do nothing, the public wants us to do something, and the sooner the better.

Republicans who oppose and sit on the sidelines risk whatever passes working (improving the actuarial projections) and being ridiculed. That's why some Republicans in the Senate will ultimately vote for "it," and they are better off getting something for it.

Obama is extremely unlikely to go home empty-handed.
