Medicare has overhead in addition to those of Wellpoint and other Medicare contractors. In fact, the Medicare federal bureaucracy is all administrative overhead. You do know Medicare doesn't cut any checks themselves or process any claims either? They use contractors for everything. If you look at it on a per-patient basis -- which is a sensible way of doing it -- Medicare's administrative costs are as much as 34% higher in some years. No private insurance company could stay in business operating that inefficiently.
