Policies like price controls and other moves to centrally regulate the economy are hardly rational. OK Krugman talked about rational discussion, not rational policies, but the policies the discussion led to might indicate the relative lack of rationality in the discussion.

As for huge numbers of lobbyists trying to influence the government, well spend three and a half trillion a year, start bailing out more and more companies, have a "compensation czar" etc. and you provide a lot of incentive for corporations and others to spend their money and efforts to try to influence policy. Big, active government means the most profitable investment is often an investment in lobbying the government.
