Wells Fargo returning money doesn't make the article obsolete. What would make it obsolete is enough principal and interest being returned to get an actual net positive result for the government, including inflation, and borrowing costs. (And that's being generous, I could have argued for risk adjusted, positive returns, getting a cheaper loan is a subsidy even if you do pay it all back.)
