Low-wage workers are routinely denied proper overtime pay and are often paid less than the minimum wage, according to a new study based on a survey of workers in New York, Los Angeles and Chicago.

That's why state labor boards routinely audit businesses. Here, businesses that are likely to be engaged in that activity have their records inspected every three years.

Not saying it doesn't happen but it ought to be a relatively rare event. The penalties in most states are huge deterrents.
