It was discussed at length at the time. But AIDS was determined to be not very contagious. An airborne or casual-contact bug like H1N1 is quite different. Haven't you ever seen a disaster movie about ebola or alien takeover or the like? They call out the national guard and quarantine.

I'm not suggesting that H1N1 warrants such dramatic treatment. It's not in a class with ebola. It would appear to be in a class with regular flu. I'm only saying that it seems unnecessary to initiate a law to do what has long been considered SOP.
