There were a lot of people who didn't leave - only 3 got hurt. In the past when we've had these fires, people would come back only to find their homes looted so a lot of the homeowners stayed behind not only to keep their houses watered down but to prevent the looting. Supposedly there were a lot of cops on the scene but it's a huge area. Firefighters can't be everywhere.
