If he would come back with a reasonable proposal, I think he would find support amongst Republicans

I believe we're going to find that the public option is OFF the table while tort reform is ON the table.

I think they are both on the table. And I still don't see how you do tort reform without stepping all over states rights. What, something like 20 states already have limits on malpractice?
