Have you asked yourself the question why it takes 8 pages to describe a very simple provision which if it is as innocent as its proponents claim could simply read:

The Government will pay for a consultation with a doctor, requested by a patient, on end of life counseling.

What is in the other 7+ changes and why is it there.
