I would disagree very strongly with that idea

Capital would RULE and the workers be "damned".

That isn't the actual Chinese system. Capital only rules in areas where the government lets it rule either by policy (in other words in areas the government decides to let it rule), by inattention, or by corruption.

Workers be damned? Well its true their conditions are worse than here, but ours where worse when we where rapidly developing as well. Workers tend to do better after a country has become wealthy. Perhaps its more "consumers be damned", that point is hidden by the general rapid growth China has had, but things are more difficult and expensive for consumers in China than they would be without the active intervention of the government to promote export growth at the expense of local consumers.
