If defense is only 5% of GDP then the stimulus is only 7% of GDP. So the stimulus is bigger, and its also new/additional, pork laden, and creates a lot of perverse incentives for the economy. The defense spending might in a sense be a waste of money (Uses of it you think are negative would obviously be something you consider waste, and capability that isn't used is in a sense waste, OTOH in that same sense so is your home insurance if nothing happens to your house), but a waste of money is better than using money to actively produce negative domestic results.
