Yep, we must at all costs keep the president, who has martial-law power to implement whatever he wants, including quarantines, from getting the explicit power to quarantine for public health purposes. It really sounds like the authority needs to be more local than that. If Oregon wants to quarantine and Idaho won't and everyone dies in Idaho then there will be immigration to fill the void. The federal government has too much power already! The more local the government the more responsible the governance is to the people.
