Water has always been the main limiting factor in the western USA. Much of the land in these states was retained by the federal government because it wasn't suitable for the kind of dense settlement in the eastern states. These stats don't include national parks/monuments/refuges and military reservations...

There are some water poor areas in the US, but overall the US is a water rich country, especially compared to China, India, and Western Europe.
