Yes, cherry picked. You conveniently ignored Hoover's tax cuts which led to the Great Depresssion.

The tax cuts you mentioned were not counter-balanced by budget cuts, they were deficit spending. Which of course stimulated the economy. A good counter-example is that raising taxes are rarely followed by a decline in economic activity. Which, given your thesis, should be the case.
